To us, any form must have been readied for really possible things to generate in necessity of our usefulnreaction, though any given form for our society as the practical tool is just our mind demanding outcome. 

Though for e.g. our socially necessary law, words usage grammar, and any unit attending rule clause are all necessarily form.
Though according to increase of our utility demanding strength or intensity, form attending concrete practicality must increase. Though form substance is to us, in daily life, not only notionally convenient but also substantially very indispensable. 

With those factors, form should not to be dealt only formalized procedure, but rather it should be dealt as more substantially indispensable own tool. 
Though, once upon a time, philosophy academism submitted form criticism wss only nationalists fantasy or kind of illusion. Rather positively just form must be already one decisive substance, that was not exceptional at any words communication.

Though, if we are regarding any form as only notionally thought and that utility could be regarded so shallow or so abstract, that interpreting must be very dangerous, though rather we should regard all those rather substantially integral tools more practically useful tools or indispensable own concrete arm. 

In other words, rather in our surviving contemporary society, any useful form must be nothing but truly useful atm as indispensable arm as concrete substance. Though modernized nationalism interpreting as form is merely notion was error idea and in frank wrong idea. 
Because, for us whom survive highly systematized information controllable society, rather form by itself is just the most important and the most familiar tools and infrastructure. And it's indispensable nature is the most integrally practical substance to our own life, so directly.
