In general, when we can have an idea that our facing crisis is dependent on our own some mistaking part or our own reformable element we can easily presume or infer cause that situation. We certainly should have crisis consciousness.
On the other hand, when we can have the idea that our own power could not resolve global crisis running days, we should rather be easily watching and have that relaxed mind, unless we personally are relevant with these days' world crisis site's reality directly. War, flood, earthquake or so.

Former items probably at many cases, we immediately improve our daily stance, but latter case must have no concrete transaction. And former case has own aim and mission feeling, but latter one has no deal nor no obviously solvable transaction unless we are very powered socially positioned.

Former our own doing deriving issue must have solvable approach, and it could be suppositively I or R, and latter could be IR or OB, next formulates must be displayed.

I or R→C (made reality by us), as what we can be relevant, and 

IR or OB→¬ C (not made reality by us), as what we can never be relevant

Thus, 

I or R ＝problem of Us as PU, and IR or OB ＝¬problem of Us,  and (C) can be our controllable,
