〇Public time →　Materialistic, with which we assimilate us 

〇Personal time→　E.g, at work, it tangibly felt 

〇Personal time recognizable to us personally toward Public time as gap between former and and latter

This means not so obviously mental time, rather our brain working and thinking time as thought reasonably at brain, then not passive, but so obviously active.
Gap between Public and Pesonal felt at our mind and heart must mean very active and aggressively thought and held passively discreet mind, then contrarily it could be easily driving forth to practice, execute or do so aggressively.
